In March 2015, the No. 9 document of Electric Power Reform was released, which officially opened the curtain of a new round of power market reform, affirmed the separation of government and enterprises, the separation of power plants and networks, and the separation of main and auxiliary enterprises, and defined the institutional framework of "controlling the middle and opening up both ends". The recently adopted "basic rules for the Operation of electricity Market" is the top-level design document for speeding up the construction of a national unified electricity market system. Huafu Securities believes that the future power system reform includes the following directions: 1) diversification of business subjects: for the first time, the "basic rules for the Operation of the electricity Market", which will be implemented on July 1, classifies the power market members into operating entities, power operating institutions and power grid enterprises, and brings energy storage enterprises, virtual power plants and load aggregators into the category of operating entities. 2) the types of power transactions continue to improve: the basic rules of electricity market operation make it clear that the types of electricity market transactions include electric energy trading, power auxiliary service trading and capacity trading, and bring capacity trading into the power trading system for the first time. It is clear that we will gradually promote the establishment of a market-oriented capacity cost recovery mechanism, and explore ways such as capacity to guide operators to invest reasonably, so as to ensure the long-term adequacy of power system capacity.
